The Comprehensive English Language Learner Education Program (CEEP) is completed annually and collects the total number of students enrolled in the school district eligible to receive services under CR Part 154, including former ELLs who receive services for two years after exiting ELL status; total number of students enrolled in the school district eligible to receive service under CR Part 154, including former ELLs who receive services for two years after exiting ELL status, who are currently unserved or receiving less than the minimum required units of study. If the number of former ELLs who are currently unserved or receiving less than the minimum the district must provide an explanation and their corrective action. Districts also report the total number of teachers with and without certification who are teaching in an ENL program along with the total number of teachers with and without bilingual extensions teaching in a bilingual program.
The office of Bilingual Education and World Languages conduct an additional collection around the seal of biliteracy data collection from high schools that award the seal. This collection is currently completed via Google Forms. The school notifies the department that they will offer the seal in the current school year by December 1st and data on successful seal graduates by July 15th.
Schools complete the online form and excel end of year data form and email documents to NYSSD@NYSED.gov. You will receive automatic email notifications when forms are submitted. After your submission is reviewed, if correct, you will receive the approved letter indicating the form was reviewed and approval was sent. If there are errors and email is sent to the school with the list of errors to correct. The coordinator resubmits the form with corrections.
Please ensure the coordinator phone number is complete and correct. You must include names for all coordinators listed (Seal and data). The school information and summary tab must have all sections completed including the school information section and signature of building principal designee. Please do not attempt to change any protected cells (shade it in gray) and delete the first three columns to remove all PII before sending.
Your form will be rejected if your school does not have at least one eligible student to submit a form; entering a number other than the official 10- digit NYSSIS number or NYSSIS ID in the NYSSIS ID number column; leaving blank data fields such as gender, race, and ethnicity, graduation month, and providing a Y or N for "student is less 21 years of age". When a student hasn't met all criteria, please report "anticipated".
This information is shared with the RBERNs for shipping seals, regular, and special medallions. each year about 35 schools (five from each of the seven regions of NY) are selected for a department visit during their Culminating Projects. Schools must submit the Culminating Projects notification form at least four weeks prior to their first student presentation. These school are notified in September by a letter via email sent to the Seal coordinator.
