Staff at a P-12 district or school CANNOT be granted direct access to the IDEx dashboard, because the IDEx was designed initially for higher education institutions only. However, staff at P-12 districts and schools can be granted access to specific form(s) in the IDEx by their CEO.
The BEDS code location CEO should log in at https://portal.nysed.gov/ and use the SED Delegated Account System (SEDDAS) to create and/or entitle staff accounts to systems related to the needed IDEx form. Specifically,
- District staff need to be granted access by the District BEDS code CEO, and school staff need to be granted access by their school BEDS code CEO. The CEO would grant access to the systems/forms to which he/she currently has access.
- The following forms are available in the IDEx. The CEO can entitle form related system access to staff if the CEO has access to the same system(s) first :
- BEDS - Entitle application access to the Institution Master File (BEDS)
- School Safety and the Educational Climate (SSEC; formerly VADIR) - Entitle application access to the School Safety and the Educational Climate (SSEC)
- TSDL and Staff Assignment Verification Report - Entitle application access to the IRS Portal
- August Graduation Rate - Entitle application access to the August Graduation Rate (AGR)
- EOY Statement of Certification of Verification - Entitle application access to the IRS Portal
- ESSA Financial Transparency - Entitle application access to the ESSA Financial Transparency (EFT)
- NYSAA Tier 1 Assurance - Entitle application access to the PD system
- Provisional ELL Status for YY-YY School Year - Entitle application access to the IRS Portal
- Special Act Data Collection - Entitle application access to the Self-Assessment and Special Act Data Collection (SASP)
The link "IRS Data Exchange (IDEx)" will be listed for the staff granted access after logging in https://portal.nysed.gov/ and they would click on the same link to access the needed forms to fill out and submit.
If a district CEO or school CEO is listed in SEDREF for their location and does not have the needed access to a IDEx form or to SEDDAS (used to manage staff accounts), the should email datasupport@nysed.gov to request access by including the following:
- Their location BEDS code
- Their full name
- Their account username
All CEOs must be on file in SEDREF for their location first in order to be able to get an account and/or granted the needed access.
Districts and schools should annually review their location information and administrative contacts listing in SEDREF with the NYSED SEDREF Location Public Query . If an update is needed, send an email to datasupport@nysed.gov with an attached document (MS Word/PDF) containing the following:

- SEDREF position title
- Full name
- Work email address
- Work phone
Only District and School CEO accounts are automatically generated from a SEDREF update. Other administrative accounts must be created and granted access by their CEO.
