NYSED account policy for PK-12 District and School Application Business Portal Accounts

BEDS code staff account access must be managed by the CEO on file in SEDREF and/or a CEO designated account administrator for the same BEDS code location by using the SED Delegated Account System (SEDDAS)  located at the NYSED Application Business Portal at https://portal.nysed.gov/ . BEDS code CEOs can designate an administrative staff member as an account administrator in the SED Delegated Account System (SEDDAS).

All administrative staff required by NYSED to be listed in SEDREF for their BEDS code location to access state level systems and/or notifications must be updated in the My Contacts within the IRS Data Exchange (IDEx) application accessed at the  NYSED Application Business Portal by the CEO, CIO or CFO on file in SEDREF for the same BEDS code location.

The CEO, CIO or CFO only need access to at least one data collection in the IRS Data Exchange (IDEx) application to be able to submit their SEDREF updates through the My Contacts feature in the IRS Data Exchange (IDEx) application. All other staff member with access to at least one data collection in the IRS Data Exchange (IDEx) application can only have view access like with the SEDREF public query to verify their location's information at https://portal.nysed.gov/pls/sedrefpublic/SED.sed_inst_qry_vw$.startup .

District CEO or Information Officer can submit SEDREF updates through My Contacts for their school locations also.

 

District and School CEO updates in SEDREF through My Contacts will trigger NYSED's account automation for CEOs only. Please DO NOT create a CEO account manually. If a CEO account was manually created, disable it and submit your CEO update through My Contacts. There are some CEO account access entitlements that can only be granted through the automation due to NYSED's required access security checks. The automation will do the following:

  1. Create an account for the new CEO after the SEDREF CEO update request has been verified and saved
  2. Copy the previous CEO account access to the new CEO account
  3. Disable the previous CEO account
  4. Email the new CEO their account information  

 

Other administrative staff account access should only be given by the CEO (district superintendent/school principal) of an institution or anyone else delegated as an account administrator for the same institution by the CEO. The CEO is responsible for their institutional data and the access to the same data.
