The CEO name and work contact information of an institutional location must be up to date in the SEDREF system before the current CEO can get an account or manage other accounts at the same institutional location. If you need to submit an update for your institution:
- Please click on the blue help button located in the bottom right of your screen. Enter your full name, email address and the information that you are requesting to be updated. Please include the term "SEDREF update" and your institution's BEDS code in the section of the How can we help you?* for faster ticket assignment to the correct content area.
- Attach a document with the BEDS code location letter head with the SEDREF updates needed for your institutional locations. You will need to include the following for all administrative updates (especially for the CEO):
- BEDS code of the location
- Position Title
- Full name
- Work email
- Work phone number
All CEO accounts will be created automatically within 1 to 2 business days after the changes have been made in SEDREF. An email will be sent from no-reply@nysed.gov with the account information to the email address on the account.
CEO of an institutional location
A nightly automated CEO account process runs to create accounts and entitle accounts to the web applications for the CEO position based on the existing data in SEDREF from your institutional location. The process is triggered by a SEDREF BEDS code CEO update. All account entitlements of the previous CEO will be transferred to the new CEO of the same institutional location.
Do NOT attempt to create a CEO account manually. There are some applications that can only be granted access to through the automation process due to additional security requirements. CEO accounts are:
- District and School CEOs
- Administrative positions can be updated by the current CEO and CIO on file in SEDREF with their account if they have access to any data collection in the IRS Data Exchange (IDEx) application through the "My Contacts" feature in the top of the IRS Data Exchange (IDEx) application pages when opened.
- Updates for the CEO and CFO positions can take a few business days because NYSED staff need to be review request first due to the security requirements and due the volume of CEO updates submitted statewide. The automated account process for CEO accounts will execute after NYSED staff have applied the update in SEDREF.
- All other administrative position updates will be applied when submitted.
- Updates submitted can be verified by querying your BEDS code/SED code at SEDREF - Core Information on SED Institutions.
- Higher Education CEOs (College or University)
- The President and the Director of Institutional Research listed on file in SEDREF can update their BEDS code/SED code location's administrative contact listing in SEDREF with the IRS Data Exchange (IDEx) application through the "My Contacts" feature in the top of the IRS Data Exchange (IDEx) application pages when opened.
All access will be transferred from the existing previous CEO account to the new CEO account.
- If the previous CEO account exist
- Create an account for the new CEO
- Copy the previous CEO account access to the new CEO account
- Disable the previous CEO account
- If the previous CEO account does not exist
- Create and account for the new CEO
- A default list of application access will be granted
Manually created CEO accounts cannot be fixed by the automated process and will need to be reported. This may require the account to be deleted so the automation can execute without any errors.
Staff accounts of an institutional location
All other administrative position account must be created, entitle access and/or disabled by the BEDS code administrative title described above or the BEDS code account administrator manually in the SED Delegated Account System (SEDDAS) for their institution type.
Public school staff will need their district superintendent or the district level account administrator to create accounts and manage access.
* The CEO must have user access to an application before any staff at the same location can have user access to an application.
* It is NYSED’s policy for the BEDS code CEO on file in SEDREF to be responsible for their location’s data and the access to the same data.

CEO titles can contact the SEDDAS help desk for account access issues for web applications NOT listed in our Help Center article NYSED Office of Information and Reporting Services Web Applications by sending an email through SED Delegated Account System (SEDDAS) application in the SEDDAS support left menu option. CEOs need to include their location's 12 digit BEDS code, the account username and the application/system that the they are having issues grant access to.
